The general safety regulations for power distribution stations in the installation of electric power projects include regulations in the fields of building planning and design, equipment installation, operation supervision, etc.
1. Selection of distribution station
From the perspective of power supply system rationality, the distribution station shall be close to the load core. Considering from the aspect of production and manufacturing, the power distribution station shall not affect the production and manufacturing and in plant transportation; The transportation of the machines and equipment of the power distribution station shall also be convenient. In consideration of safety, the distribution station shall bypass the site of inflammable and explosive materials; The power distribution station should be built on the windward side of the company rather than on the site where dust and plant fibers are easily accumulated; The power distribution station shall not be built in a densely populated site. Fire fighting, corrosion resistance, pollution resistance, moisture resistance, water and rain resistance, snow resistance, earthquake resistance and animal drilling prevention shall also be considered in the site selection analysis and buildings of the power distribution station.
2. Engineering construction regulations
The fire rating of high-voltage and high-voltage distribution room shall not be less than ★ level II; The fire rating of the distribution room shall not be less than ★ level III. The oil transformation and distribution transformer room shall be a ★ class I fire protection engineering building; For areas where it is not easy to obtain stainless steel plates and concrete, separate single-sided engineering buildings with fire rating of ★ 3 can be selected.
The doors at each interval of the distribution station shall be opened outward; When both sides of the door are equipped with power distribution equipment, the door shall be opened at two angles. The door shall be a solid line door made of non combustible or difficult combustible raw materials. There shall be at least two doors for the high-voltage, high-voltage and low-voltage distribution room with a length of more than 7m and the distribution room with a length of more than 10m.
When the room with oil type machinery and equipment is close to the natural environment with explosion risk or the natural environment with irritating steam, the holes on the wall, ceiling and wood floor shall be blocked.
If the residual oil of each machine and equipment in the power distribution station in the room reaches 600kg, there should be oil storage pit or oil retaining equipment. The oil storage pit can hold 100% oil; The oil retaining device shall be able to hold 20% of the oil and discharge the oil into the safe place. If the residual oil of each machine and equipment in the outdoor power distribution station reaches 1000kg, there should be oil retaining equipment. The oil retaining facilities can also hold 20% of the oil.
3. The interval is up to standard
When the distance between two transformers with 2500kg outdoor residual oil is less than 10m, a server firewall shall be added in the middle. When the distance between the outdoor transformer and the building is less than 5m, there shall be no windows, doors or ventilation holes within 3M beyond the projection of the transformer.
The yard wall of the power distribution station, the guardrail of the machinery and equipment of the power distribution station, the window door of each room of the power distribution station, the animal fence of the ventilation hole, the door of the high-voltage switch cabinet and other screen protection equipment shall be intact, and shall be marked with obvious signs (such as "stop, high-voltage danger!" Etc.) and locked.
If the residual oil of oil type machinery and equipment in the room is less than 60kg, it is allowed to be assembled in the space with baffles on both sides; The remaining oil of 60 ~ 600kg shall be installed in the space with explosion-proof partition wall; More than 600kg shall be installed in independent space.
In order to avoid electric arc scalding and splashing of molten metal materials to burn the workers and to prevent the workers from being too close to the transmission line, baffle or barrier shall be set at necessary places.
4. Excellent natural ventilation
The battery room is caused by combustible gas and must have excellent natural ventilation; The transformer room, power capacitor room, etc. have more heat emission, and must have excellent air circulation. If necessary, forced natural ventilation shall be adopted. The air inlet should be at the lower side and the air vent should be at the upper side.
5. Maintain normal operation of electrical equipment
Maintaining the normal operation of electrical equipment includes checking whether the current, working voltage, power factor, residual oil, oil color, ambient temperature indication, contact condition, etc. are normal, whether the machine equipment and route are damaged, whether they are relatively serious stains, and whether the windows, doors, guardrails and other auxiliary equipment are intact; Listen to whether the sound is normal, and pay attention to whether there is abnormal sound such as charging and discharging sound; Smell the burning smell and the abnormal smell.
The interlocking equipment between the disconnector and the operating organization of the high-voltage disconnector, the interlocking equipment for charging and discharging of the power capacitor and other safety devices and data signal equipment shall be maintained in good condition.
6. Fire fighting equipment is complete and intact
The distribution station shall be equipped with fire-fighting equipment that can be used to power on fire, such as 1211 fire extinguisher, carbon dioxide fire extinguisher, dry powder fire extinguisher and other fire extinguishers.
7. Sound rules and regulations
In addition to various rules and regulations closely related to shutdown and closing work, maintenance, duty and patrol inspection, the distribution station shall also establish management systems such as fire safety responsibility system and post responsibility system.
